To lead, support and coordinate citizens, local government, business owners, and professionals in an effort to provide a partnered approach in transforming the health and wellness, economic vitality, and restoration of key assets in the downtown business district(s) of the City of Hartwell, Georgia and unincorporated Hart County, Georgia, to improve the quality of life available for the community.

Why was TORCH formed?
TORCH of Hartwell Inc, was formed in late 2012, at the request of the City of Hartwell/Hart County and by the Joint Economic Development Committee of the Chamber of Commerce/ DDA as a vehicle to generate economic development and transform blighted areas in Downtown Hartwell. This public/private partnership generated the creation of a 501(c)(3) public charitable organization, TORCH of Hartwell.
